Lawrence Lyman

Founder & CEO

Lawrence Lyman is a government relations executive, public affairs strategist, and biosecurity industry leader with a proven record of advancing policy priorities, building coalitions, and delivering outcomes at the federal, state, and local levels. He operates at the intersection of defense, public affairs, and civic leadership and is trusted by senior stakeholders to navigate complex political environments, strengthen strategic partnerships, and drive mission-aligned results.

Lawrence currently serves as Chief Strategy Officer of Bio-K9 Holdings LLC, a biosecurity detection platform company developing field-deployable biological threat detection capabilities for agricultural supply chains, ports of entry, and government biosecurity programs. He is responsible for the company's operations, finance, government affairs, and external relations — leading Bio-K9's domestic and international government engagement strategy, investor relations, and strategic partnerships across the defense, agriculture, and national security sectors.

Previously, Lawrence served as Vice President and Managing Partner of Tactical Electronics Corporation, where he helped launch and scale a thriving defense vertical and led high-impact projects across Europe, the Middle East, and Northern Africa. Under his leadership, Tactical became the communications supplier to the U.S. Navy's Blue Angels, an achievement reflecting both operational credibility and executive-level stakeholder management. He also served as a Principal of the Gaboton Group, a boutique public affairs firm.

Lawrence served in the United States Navy Reserve and the United States Merchant Marine. Following his service, he earned a Bachelor of Science in Family, Youth, and Community Services from the University of Florida and worked in Washington, D.C. for a Member of Congress — experience that shaped his long-term focus on public policy, government affairs, and strategic leadership.

Lawrence is the Board Chair of the Winter Park Institute, an independent nonprofit that engages global thought leaders in meaningful conversations that impact our world. He is a Fellow of the James Madison Institute and a member of the American Enterprise Institute's Leadership Network.

A graduate of Leadership Brevard, Leadership Winter Park Class XXIII, and Leadership Florida Connect Class IV, Lawrence has held extensive nonprofit and civic governance leadership roles. These include Chair of the Winter Park Public Library Board of Trustees, Governance Chair and Audit Committee Chair for Leadership Florida, and Recruitment Chair for Leadership Florida Connect. He has served on multiple selection and oversight committees and has been appointed by Winter Park City Commission to the City's decennial Charter Review Commission and Tree Preservation Board, and Parks and Recreation Board. He has also served on the boards of the Winter Park Chamber of Commerce, United Arts of Central Florida, and The Albin Polasek Museum and Sculpture Gardens, and has chaired the Winter Park Chamber's Government Affairs Committee and serves as Vice-Chair of the Winter Park Chamber's Political Action Committee.

His service has been recognized through multiple honors, including the Winter Park Chamber of Commerce Debra Hendrickson Volunteer of the Year Award, the Winter Park Public Library's Evaline Lamson Meritorious Service Award, and recognition as one of the most Influential People in Winter Park by Winter Park Magazine.

Grant Piper

Partner | Director of Special Projects

Grant Piper is a Partner and Director of Special Projects at the CHL Group. He brings more than 12 years in the Long Range Reconnaissance and Special Operations Forces communities, operating throughout Africa, Eastern Europe, and Asia in collaboration with Agency, State Department, partner-nation stakeholders, and SOF to develop tactical and strategic organizational plans for modernization, collaboration, and enhanced efficacy. In his role at the CHL Group, he focuses on building exposure, investment opportunities, and business development and scaling plans for niche, critical platforms that address national security challenges. He is a relentless advocate for unifying the broad landscape of SOF foundations into a single, coordinated effort and for driving critical policy change at the strategic level. His core competencies span global security advisory and risk mitigation, SOF policy and legislative advocacy, counter-UAS and advanced wireless protection technologies, discreet strategic consulting, crisis management and preparedness planning, and international partnership and private-sector integration.
